This plugin doesn\'t update the apt database, you\'re supposed to have a cron line that already does an apt-get update.
It also needs sudo, add something like this to /etc/sudoers:
nagios servername=NOPASSWD:/usr/lib/nagios/plugins/check_debian_packages

there should be apt-get replaced with aptitude and you don't need sudo anymore (and held packages are ignored).
